Why does solubility of PbI2 decrease if it is dissolved in a solution with Iodine ions already present?

It's called the common ion effect. It is like trying to get onto the freeway at rush hour. All of the other cars get in the way. The same thing happens when PbI2 tries to dissolve when there are a lot of iodide ions in the way.
