Does a battery charger put off readable voltage?

ok so i have a dead battery i want to charge. it goes to an electric 4 wheeler for my son. Just got it today and the battery is dead. So i connect the charger and wait. The battery doesn't charge although it looks brand new. So I get my voltage tester and check the battery for voltage- .05 volts. OK. so i check the charger leads to see if maybe the charger is bad. it wont read at all. Shouldn't the charger show the 12v it is supposed to be putting out?
