Student rental?

My daughter is going to rent a house in Leeds she is a student and will be sharing with 4 other people all of who she know's, we have been to look at the property today it has three levels and no handrail on any of the staircases is this legal,no fire exstinquisher in the kitchen,bedroom sash windows that are stuck down with paint,bathroom that need's regrouting,filthy carpets are you getting the picture yes and all of this for ONLY�63 AWEEK EACH,the agent says that they will clean it up before they move in but we feel that this will only be a matter of a quick vae around ,should they be able to show us proof that the gas boiler has had a regular service any advice that anyone could give us we would really appreciate,oh and by the way the young girls think it could be made lovely and are only living the student dream,safety issues are our main concern,oh yes i forgot to mension they have sighnd a contract to rent in july
